Minutes
Members Present: Commissioners: Mike Shelton, William J. Byrd and Mac McDowell; Barbara Saugen, WGH Commissioner; Patty Cohen, Mayor of Oak Harbor; Roger S. Case, MD, Executive Secretary to the Board.
Members Absent: Captain Susan B. Herrold, Commanding Officer of Naval Hospital Oak Harbor, Ex Officio Member
Call to Order: Chairman Mac McDowell called this Regular Session of the Island County Board of Health to order at 1:13 p.m.
Agenda: There were no additions or changes to the agenda.
Minutes: Commissioner Mike Shelton moved that the minutes for the April 17, 2006 meeting be approved as written. Commissioner Byrd seconded and the motion passed for the Chair to sign on behalf of the Board.
New Business:
Advisory Board Reports:
Stanwood-Island County Public Health & Safety Network: Patti Carroll, Coordinator for the Network reported that the Network will be hosting a forum June 9th on preventing child abuse and looking at the connection with respite child care. The Network has also been an active partner in development planning for a Children’s Commission in Island County.
CHAB (Community Health Advisory Board): David Macys advised the Board that CHAB is also partnering in the development of a Children’s Commission and sponsored a very productive Children and Youth forum back on February 24th. Mr. Macys updated the Board on CHAB’s current work and accomplishments on each of their priority health issues.
EHAT (Environmental Health Assessment Team): Jim Patton advised the Board on that EHAT continues to focus on their two major core issues: illegal dumping and walkability. EHAT has reviewed the statutes and has made recommendations to the Department of Health regarding dumping complaints and illegal dumping enforcement.
Presentation:
Keith Higman, Environmental Health Director, presented the Board with an overview of the Assessment of Road Litter in Island County. WSU extension was contracted by the Health Department on behalf of EHAT to assess the rates of dumping and types of dumping in Island County using a science-based approach, to collect the data and to quantify the extent of the environmental problem, and to develop an evaluation tool for CDC reporting. The data will be also be used to evaluate how effective interventions are and to determine what approaches might work as behavior modifications.

Commissioner Shelton moved that Contract No. C13034(8) in the amount of $1,020,072 be approved. Commissioner Byrd seconded and the motion passed unanimously.
Contract No. HD-13-06
Contract Amount: $ 6,407
Commissioner Shelton moved that Contract No. HD-13-06 in the amount of $6,407 be approved.
Commissioner Byrd seconded and the motion passed unanimously.
Contract No. HD-14-06
Contract Amount: $ 4,100 (Not to exceed)
Commissioner Shelton moved that Contract No. HD-14-06 in the amount of $4,100 be approved
conditionally to be discussed further at the May 17, 2006 Health Staff Session. Commissioner Byrd
seconded and the motion passed unanimously.
Contract No. HD-15-06
Contract Amount: $ 14,400 (Not to exceed)
Commissioner Shelton moved that Contract No. HD-15-06 in the amount of $14,400 be approved
conditionally to be discussed further at the May 17, 2006 Health Staff Session. Commissioner Byrd
seconded and the motion passed unanimously.
Health Department Report:
Carol McNeil, Nursing Director/Deputy Director, updated the Board with this month’s
reported cases of communicable disease in Island County.
Public Input or Comments: There was no public input or public comment.
Adjourn: There being no further business, Commissioner McDowell adjourned the meeting at 2:30 p.m. The next Board of Health will be a Regular Meeting held on June 19, 2006.
