Minutes

 

Members Present:  Commissioners:  Wm. L. McDowell, Mike Shelton, William J. Byrd; Barbara Saugen, WGH Commissioner; Patty Cohen, Mayor of Oak Harbor; Captain Colin Chinn, Medical Corps, U.S. Navy, Ex-Officio Member; Roger S. Case, MD, Executive Secretary to the Board.

 

Members Absent:  No members were absent

 

Call to Order:  Commissioner Mac McDowell called this Regular Session of the Island County Board of Health to order at 1:18 p.m.

 

Additions or Changes to the Agenda:  There were no changes or additions to the agenda.

 

Minutes:  Commissioner Bill Byrd moved that the minutes for the September 18, 2006 meeting be approved as written.  Barbara Saugen seconded and the motion passed for the Chair to sign on behalf of the Board.

 

Old Business: 

 

Steven Ivascenko Appeal (Continued from March 20, 2006):  Tim McDonald, Health Services Director, advised the Board that the Health Department had accepted a redesign on the Ivascenko property.  Since Mr. Ivascenko was originally appealing a denial and the Health Department has now approved a redesign, the Health Department recommends that the Board take action and deny the original appeal.  Commissioner Mike Shelton moved that the Board deny the appeal.  Mayor Cohen seconded and the motion passed unanimously.

Commissioner Shelton moved that Contract HD-24-06 be approved as presented.  Commissioner Byrd seconded and the motion passed unanimously.

 

  1. Department of Health – Consolidated Contract

Contract No.     C13034, Amendment No. 13

Contract Amount:                      $1,133,899

Amendment Amount:                 $     39,417

 

Barbara Saugen moved that Contract No. C13034, Amendment No. 13 be approved as presented.  Mayor Cohen seconded and the motion passed unanimously.

 

      3.    DSHS – Family Planning

Contract No.     0663-97795

Contract Amount:                      $   202,925

 

Commissioner Shelton moved that Contract No. 0663-97795 be approved as presented.  Commissioner Byrd seconded and the motion passed unanimously.

Health Department Report:

 

Tim McDonald, Health Services Director, advised that the Department of Health was issuing a press release informing the public that a crow collected in Island County had tested positive for West Nile virus.  The virus is rapidly spreading through the continental United States and was now here in Washington.  Five vectors have currently been identified in Island County.  He advised that removing mosquito breeding areas, personal use of DEET and other repellants, covering with clothing, and avoidance of heavily mosquito populated areas are all effective deterrents.

 

Mr. McDonald reminded the Board of Commissioner McDowell’s invitation to attend the Walkability Forum sponsored by the Environmental Health Assessment Team on October 27, 2006 from 8:00 a.m. through 10:00 a.m. at the Coupeville Recreation Hall.  EHAT’s two areas of concentration are illegal dumping and walkability in Island County.  This forum will address the walkability issue. 

 

Mr. McDonald noted that Dave Thomason was in the audience.  Mr. Thomason advised the Board that CHAB’s request for funding for the Children’s Commission had been presented to the Board of County Commissioners.   Mr. Thomason further advised that he has had favorable discussions with local cities regarding participation in funding the Children’s Commission.  Both Coupeville and Langley are currently considering the issue.  Mayor Cohen commented that Oak Harbor has budgeted $150,000 for children’s issues in Oak Harbor.  She indicated she would be willing to provide in-kind services for the first year and then review the relationship after one year. 

 

Mr. McDonald distributed a Whidbey News Times article titled “Food & Schmooze” to the Board which highlights a senior support group organized by the Health Department’s Human Services section.  He noted that it was an excellent program to socialize or re-socialize seniors. 

 

The Behavioral Risk Factor Surveillance Survey (BRFSS) telephone survey is sponsored by the Health Department to measure the health status information of Island County adults.  Mr. McDonald hoped that all adults contacted would take the time to respond to the survey.  Mr. McDonald informed the Board that flu vaccine season is here and the Health Department’s clinic schedule is posted on the Health Department’s website.

Adjourn:  There being no further business, Commissioner McDowell adjourned the meeting at 1:46 p.m.  The next Board of Health will be a Regular Meeting held on November 20, 2006.
