The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on July 17, 2006 at 9:30 a.m. in the Island County Courthouse Annex, Hearing Room, 1 N. E. 6th Street, Coupeville, Wa. Wm. L. McDowell, Chairman; William J. Byrd, Member, and Mike Shelton, Member, were present. The meeting began with the Pledge of Allegiance. By unanimous motion, the Board approved the minutes from previous meeting held on July 10, 2006.
COMBINED EXCISE TAX RETURN, PAYROLL AND VOUCHERS AND PAYMENT OF BILLS
By unanimous motion, the Board approved the Combined Excise Tax return for June 2006, the payroll dated July 14, 2006, and the following vouchers and warrants:

The Board by unanimous motion approved and authorized the Chairman's signature on a letter of no objection to be sent to the Washington State Liquor Control Board in support of issuance of a Special Occasion Liquor License to WSU Extension for an event scheduled for August 6, 2006 from Noon to 4:00 p.m. at Lavender Wind Farm, 2530 Darst Road, Coupeville, subject to departmental conditions (#091765).
Appointment to Housing Authority of Island County
By unanimous motion, the Board appointed Lorina Mullen, Coupeville, to serve as the Resident Member on the Housing Authority Board of Commissioners filling the unexpired term of Lisa Harrison to December 6, 2006.
Contract with Washington State Military Department - State Enhanced 911 funds for County FY07 Wireline and Wireless Operations
The Board by unanimous motion approved Contract #E07-024 (RM-BOCC-06-0078) between the Washington State Military Department and Island County to provide State Enhanced 911 funds for FY 2007 Wireline and Wireless Operations, in the amount of $441,841.00.
HEALTH DEPARTMENT CONTRACTS APPROVED
As transmitted under cover memorandum dated July 12, 2006 from Tim L. McDonald, Health Services Director, the Board approved the following Health Department contracts:
Contract #G0600313 in the amount of $100,000 (RM-HLTH-06-74) - Washington State Department of Ecology for Groundwater Monitoring Network Expansion, WRIA 6, funding expansion of groundwater monitoring, establishes dedicated monitoring wells and development of monitoring process
Contract #HS-06-06 in the amount of $600.00 (RM-HLTH-06-0061) with Compass Health for Mental Health/Jail Transition Program, funding mental health intake assessments for individuals who qualify for Jail Transition Program services
Contract #HS-04-06 in the amount of $5,000.00 (RM-HLTH-06-0059) with Jan Pickard, MA,LMHC for Mental Health/Millage Special Project, funding for professional services providing outreach, preparation time and support group services

Review Monthly Financial Reports from Auditor & Treasurer
Auditor
Suzanne Sinclair, Island County Auditor, provided the Auditor's written Revenue and Expenditure report for the period ending June 30, 2006, the target percentage at this point in time being 50%. Percentages are running a little ahead in both revenue and expenditures in Current Expense. She pointed out that on the first page, line 45, PUD Excise Tax in the amount of $107,458, was incorrectly coded and on page 3 related entry on line 43, both will be corrected and reflected in the July report. Interest earnings investment interest up considerably due to higher prevailing interest rates.
Treasurer
Linda Riffe, Island County Treasurer, provided the written Island County Treasurer's Report for Cash Revenue/Budget - Current Expense, for the period ending June 30, 2006. Investment interest continues to go up, somewhat volatile; the State Pool rate is 4.9% net. Already starting to see a little moderation in the number of real estate tax affidavits, although not as much as the rest of the State.

PURCHASE ORDER FOR SHELVING AND INSTALLATION APPROVED
As recommended by Bill Oakes, Public Works Director, the Board by unanimous motion approved Purchase Order 7207 in the amount of $73,773.78 (including tax) to the Department of Corrections (State Contract), for shelving and installation for records storage facility located at the Coupeville Transfer Station.
AWARD OF BID for Whidbey Island Overlays
Based on the recommendation from Mr. Oakes to award bid to the lowest of two bidders for the 2006 Whidbey Island Overlays, CRP 06-02 Work Order 248, the Board by unanimous motion awarded bid to the low bidder, Krieg Construction, in the amount of $882,049.00.
HEARING HELD: Ordinance #C-73-06 (PLG-019-06) Concerning Technical Amendments to the Island County Comprehensive Plan Future Land Use Plan Map and the Island County Zoning Atlas
As scheduled and advertised, the Board opened a public hearing at 10:30 a.m. for the purpose of considering Ordinance #C-73-06 (PLG-019-06) In the Matter of an Ordinance Concerning Technical Amendments to the Island County Comprehensive Plan Future Land Use Plan Map and the Island County Zoning Atlas, a rezone from Rural Center to Rural Residential, Map #1002, Parcel R42930-520-0420, Clinton, Wa.
Phil Bakke, Director, Planning and Community Development, outlined the proposed Ordinance. The Ordinance came to the Board June 26th for scheduling, described in a June 21, 2006 memorandum to the Board from Jeff Tate, Assistant Director, Planning and Community Development, and is Exhibit "B" to the Ordinance. This is a Comprehensive Plan official zoning code map revision proposal for Parcel #R42930-520-0420 located in the Clinton Mixed Use RAID, currently zoned Rural Center. Applicant desires to construct a single family residence on the parcel and the Rural Center code does not provide for single family residential structures. Researching the parcel, staff found that the parcel is sided on two sides by rural residential portions of the RAID, and staff concluded that the parcel should have been zoned Rural Residential.
