Minutes

Members Present: Commissioners: Mike Shelton, William J. Byrd; Barbara Saugen, WGH Commissioner; Captain Colin Chinn, Medical Corps, U.S. Navy, Ex-Officio Member; Roger S. Case, MD, Executive Secretary to the Board.

Members Absent: Commissioner Wm. L. McDowell; Patty Cohen, Mayor of Oak Harbor.

 

Call to Order: Commissioner Bill Byrd called this Regular Session of the Island County Board of Health to order at 1:19 p.m.

Additions or Changes to the Agenda: Tim McDonald, Health Services Director, advised the Board that Dave Thomason would address the Board regarding the Children’s Commission.

Minutes: Commissioner Mike Shelton moved that the minutes for the August 21, 2006 meeting be approved as written. Barbara Saugen seconded and the motion passed for the Chair to sign on behalf of the Board.

Old Business:

Steven Ivascenko Appeal (Continued from March 20, 2006): Keith Higman, Environmental Health Director, advised the Board that Mr. Ivascenko and the Health Department are making progress toward achieving an amenable solution and asked the Board to consider continuing the Appeal to the October 16, 2006 Board of Health meeting to allow time for Dave Crimmons to submit a redesign. Commissioner Shelton moved that the Appeal be continued until the October 16, 2006 meeting. Barbara Saugen seconded and the motion passed unanimously.

Presentation: Dave Thomason addressed the Board on behalf of CHAB as a follow-up to CHAB’s earlier presentation submitting a budget recommendation and case statement for the Board’s consideration. CHAB representatives have been meeting with Oak Harbor representatives to discuss the complimentary nature of the proposed Children’s Commission with Oak Harbor’s plans. Dave Thomason asked the Board of Health to make a recommendation to the Board of Island County Commissioners that they fund the proposed Children’s Commission. Following a discussion, Commissioner Shelton moved to recommend that the Board of Health send the request for funding to the Board of Island County Commissioners to consider the proposed Children’s Commission and possible funding. Barbara Saugen seconded and the motion passed unanimously.

Barbara Saugen moved that the Memorandums of Understanding for Emergency Use

of Facilities be approved as presented. Commissioner Shelton seconded and the motion passed

unanimously.

Barbara Saugen moved that Contract No. HD-10-04, Amendment No. 2 be approved as presented. Commissioner Shelton seconded and the motion passed unanimously.

3. Department of Health – Consolidated Contract

Contract No. C13034, Amendment No. 11

Contract Amount: $ 1,084,032

Amendment Amount: $ 11,924

Barbara Saugen moved that Contract No. C13034, Amendment No. 11 be approved as presented. Commissioner Shelton seconded and the motion passed unanimously.

4. Department of Health – Consolidated Contract

Contract No. C13034, Amendment No. 12

Contract Amount: $ 1,094,472

Amendment Amount: $ 10,440

Barbara Saugen moved that Contract No. C13034, Amendment No. 12 be approved as presented. Commissioner Shelton seconded and the motion passed unanimously.

 

  1. Gilmore Research Group – 2006 IC BRFSS Survey

Contract No. HD-23-06

Contract Amount: $ 3,000

Commissioner Shelton moved that Contract No. HD-23-06 be approved as presented. Barbara Saugen seconded and the motion passed unanimously.

 

Health Department Report:

Tim McDonald, Health Services Director, announced that the 2006 BRFSS survey would begin soon and that citizens who responded to the phone survey would be eligible to win $100 which as donated by Sharon and Mike Little for that purpose. Telephone surveys are challenging, especially in election years.

Dr. Case, Health Officer, has been giving presentations on Pandemic Flu preparations. An upcoming presentation will be held at Oak Harbor Elementary School on September 19, 2006 from 7:00 p.m. to 8:30 p.m.

The Environmental Health Assessment Team (EHAT) is proposing to have a forum on walkability in Island County. The forum will be held on Friday, October 27th. Invitees will include elected officials, town engineers and planners, Island County Public Works staff, citizen groups interested in the subject

and outcomes, and a State Department of Transportation representative. Barbara Saugen suggested that service groups and clubs each be invited to send a representative.

West Nile Virus has now been reported in Washington, which brings the number of states where the virus has been reported to 48. A discussion followed regarding the mechanisms for establishing or expanding mosquito districts.

Island County had an E. coli case associated with fresh spinach consumption. In response to Commissioner Byrd’s question, Dr. Case explained that E. coli does not infect plants systemically. Thorough washing of produce, running water over every surface, will eliminate the bacteria on the produce.

A botulism case was associated with a bottle of carrot juice. The origin had not been determined so Mr. McDonald suggested avoiding carrot juice until the origin was known.

 

Public Input or Comments: There was no public input or public comment.

 

Adjourn: There being no further business, Commissioner Byrd adjourned the meeting at 2:00 p.m. The next Board of Health will be a Regular Meeting held on October 16, 2006.
