Minutes

Members Present: Commissioners: Mike Shelton, William J. Byrd and Mac McDowell; Barbara Saugen, WGH Commissioner; Roger S. Case, MD, Executive Secretary to the Board; Captain Colin Chinn, Medical Corps, U.S. Navy, Ex-Officio Member.

Members Absent: Patty Cohen, Mayor of Oak Harbor.

Call to Order: Chairman Mac McDowell called this Regular Session of the Island County Board of Health to order at 1:16 p.m.

Agenda: There were no additions or changes to the agenda.

Minutes: Commissioner Bill Byrd moved that the minutes for the July 17, 2006 meeting be approved as written. Commissioner Shelton seconded and the motion passed for the Chair to sign on behalf of the Board.

Old Business:

There was no old business brought before the Board.

New Business:

Advisory Board Reports:

CHAB (Community Health Advisory Board) – David Macys, CHAB representative, was not able to be in attendance. Dr. Roger Case provided the Board with two handouts on CHAB’s behalf: (1) Children’s Day, 30 September 2006; and (2) Draft Deliverables for Children’s Commission 7/06.

IC Stanwood/Camano Community Health & Safety Network – Patti Carroll was not in attendance so no report was delivered.

EHAT (Environmental Health Assessment Team) – Jim Patton, EHAT representative, welcomed new Island County Health Department employee Whitney Webber as staff to EHAT. He also acknowledged and thanked Tim McDonald, Health Services Director, for coordinating the successful effort to clean up solid waste left by a previous owner on an acre of property at Greenbank Farm. Mr. Patton went on to update the Board on the ‘Litter and it will Hurt’ campaign which has worked out funding glitches and now has signs on order. EHAT is also looking at obesity in Island County and is actively working on walkability issues as one avenue to address obesity. EHAT will sponsor a walkability forum similar in format to the successful forum held on dumping to inspire a walkability action plan. It is tentatively scheduled for late October. Commissioner McDowell suggested that efforts addressing obesity should involve working with Oak Harbor School District’s lunch programs. Whitney Webber, Health Department staff, agreed that outreach with Island County school districts are paramount to success.

Mental Health & Substance Abuse and Developmental Disabilities – Jackie Henderson, Health Department Human Services Director, advised the Board on the tremendous success of the Jail Transition Services program which connects mentally ill or substance abuse inmates with support programs and assists them with a plan when leaving the jail system. It has been

especially successful with folks in jail for the short term to stop recycling in the system. Dee Dennis, Sheriff’s Office Administrator, reported that since April only 20% have returned to the IC jail. Ms. Henderson is also working on a contract to work with San Juan County’s prisoners.

    Contract Amount: $150,000

    Contract Amendment Amount: $ 50,000

    Commissioner Shelton moved that Contract No. G0600313, Amendment No. 1 be approved as presented. Commissioner Byrd seconded and the motion passed unanimously.

  3. Compass Health – HIV/AIDS Case Management Services
  4. Contract No. HD-21-06

    Contract Amount: $ 15,000

    Barbara Saugen moved that Contract No. HD-21-06 be approved as presented. Commissioner Byrd seconded and the motion passed unanimously.

  5. San Juan County – ABCD Program Consultation
  6. Contract No. HD-22-06

    Contract Amount: $ 3,500

    Barbara Saugen moved that Contract No. HD-22-06 be approved as presented. Commissioner Byrd seconded and the motion passed unanimously.

  7. Skagit/Islands Head Start – Consultation Program

Contract No. HD-20-06

Contract Amount: $ 1,500

Barbara Saugen moved that Contract No. HD-20-06 be approved as presented. Commissioner Byrd seconded and the motion passed unanimously.

 

Health Department Report:

Carol McNeil, Nursing Director/Deputy Director, presented the Health Department report in Tim McDonald’s absence. Ms. McNeil reported that an individual was hospitalized by Whidbey General Hospital for a food borne illness which was probably a Noro virus spread amongst family members. Dr. Roger Case advised that he will be holding committee meetings on Pan Influenza to formulate a response plan. Discussions will be focused on work force issues and vendor supply.

Commissioner Byrd announced that Camano citizens are working on a petition for forming a mosquito control district.

 

Public Input or Comments: There was no public input or public comment.

 

Adjourn: There being no further business, Commissioner McDowell adjourned the meeting at 1:48 p.m. The next Board of Health will be a Regular Meeting held on September 18, 2006.
