d) Compass Health – Mental Health Programs. Contract to provide mental health services to Island County school districts for children or youth identified with mental health issues. Contract No. HS-08-06; Contract Amount: $72,000 (RM-HLTH-06-0085)

1) 2:00 P.M. PUBLIC HEARING - Application by Charles Carman to Open Unopened County Road Right-of-Way known as Park Drive, in the Plat of Sunnyshore Acres, Camano Island

2) 2:30 P.M. PUBLIC HEARING - Ordinance #C-100-06/R-36-06 In the Matter of Closing the Access to State Route 532 from Terry's Corner/North Camano Drive

3) 3:00 P.M. PUBLIC HEARING - Community Development Block Grant (CDBG) Application for Proposed Camano Island Community Health Facility. Review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Island County area. Up to $1,000,000 may be available to Island County on a statewide competitive basis to fund public facility, housing, economic development, or community facility projects that principally benefit low- and moderate-income persons. An application summary for the proposed Camano Island Community Health Facility will be available for review at the Island County Camano Annex, 121 N.E. Camano Drive, Camano Island or at Island County Public Works, Annex Building, 1 N.E. 6th St., Coupeville, WA. Comments may also be submitted in writing to Island County Commissioners, P.O. Box 5000, Coupeville, WA 98239 by October 16, 2006.
