Special Joint Session (with the Community Health Advisory Board) - Monday, April 4, 2006

Minutes

Members Present: Commissioners: Mike Shelton, William J. Byrd and Mac McDowell; Barbara Saugen, WGH Commissioner; Roger S. Case, MD, Executive Secretary to the Board.

Members Absent: Patty Cohen, Mayor of Oak Harbor; Captain Susan B. Herrold, Commanding Officer of Naval Hospital Oak Harbor, Ex Officio Member

Call to Order: Chairman Mac McDowell called this Special Session of the Island County Board of Health to order at 5:30 p.m. and turned the meeting over to the President of the Community Health Advisory Board (CHAB) for their regular meeting.

Agenda: There were no additions or changes to the published agenda.

Presentations:

  1. Members of the CHAB Awards Committee, Board Presidents and the CEO of Whidbey General Hospital presented the 2005 Linda Lee Martens Memorial Health Hero of Island County Certificates of Recognition and Awards.
  2. Recipients of the Certificates of Recognition:

    Claudia Fuller Barbara Demuth-Mullally Doris Parrish Rene Denman Oak Harbor Lions Club

    Awardees:

    Ali Fralick (Youth Award) Peggy Norton (Adult Award)

    SHIBA Volunteers of the Island County Senior Services Center

  3. CHAB President Charles Scurlock and Carrie McLachlan made a brief presentation of the current programs being undertaken by the CHAB, focusing on three major projects:
  4. Children’s Foundation

    This is a program to raise funds to provide financial assistance to those agencies working
    to provide assistance to children. A governance board is being solicited, and focus groups
    are working on fund-raising plans

    Children’s Commission

    This program is a collaborative of 40-plus activities/agencies in the community that work
    in providing assistance in various forms to children in need in our communities. This
    group is meeting regularly to assess the needs, identify gaps in those needs, and will be
    defining means to fill those gaps

    Behavioral Risk Factor Surveillance Survey
    Fund-raising is well underway to provide for the third round in this ongoing community
    assessment project, conducted community-wide about every 4 – 5 years to assess the
    perceived state of the health of our communities. This is a well-established program, and
    is well supported by our community.

  5. Tim McDonald, Director of the Island County Health Department then congratulated the recipients of the 2005 Linda Lee Martens Memorial Health Hero of Island County awards, the CEO of Whidbey General Hospital for hosting this annual Joint Meeting of the two boards, and thanked the attendees for their interest in attending.

Adjournment: CHAB President Scurlock adjourned the CHAB and turned the meeting back over to the president of the Board of Health who proceeded to adjourn the meeting at 6:40 pm.

The next Board of Health will be a Regular Session held on April 17, 2006 in the Commissioners Hearing Room (B 102) of the Island County Court House Annex.
