a)   Adopt-A-Road Litter Control Program – Renewal; Island County and Camano Island Yacht Club; East Camano Drive from Cross Island Road to Camano Hill Road.

b)   Adopt-A – Road Litter Control Program – New; Island County and the Maiers; Jacobs Road from State Route 20 to the end of Jacobs Road.        

c)   Adopt-A-Road Litter Control Program – New; Island County and Patrol Squadron 46 – FCPOA; Zylstra Road from Fort Nugent Road to Hastie Lake Road.

d)            Property Voucher – Authorization for Property Acquisition per Real Property Acquisition & Right-of-Way Procedures (C-46-03/R-16-03).

 

6)   10:30 A.M. PUBLIC HEARING [Continuation from February 6, 2007] [Public input closed] Consideration of Franchise #144 (PW-0620-109) between Island County and TR Camano, Inc. for a sewer transport system to be located in North Camano Drive, Camano Island, Secs. 19/20, Twp 30N, R 3E.

 

7)   10:30 a.m. Planning and Community Development

a)   Waiver from Competitive Solicitation Procurement Procedure under ICC 2.29.03(B)(12) for planning services for Freeland Sub-Area Plan

b)            Contract with BHC Consultants, LLC for planning services to assist in the completion of the Freeland Sub-Area Plan; Contract Amount: $50,000. (RM-PLAN-07-0044)

2:00 P.M. SPECIAL SESSION – ISLAND COUNTY BOARD OF HEALTH

Location:  Island County Courthouse Annex in the Commissioner’s Hearing Room (B-102) at 1 NE 6th Street in Coupeville, WA

This Special Session of the Board of Health is being held to conduct a workshop on on-site sewage systems (OSS) plan and regulation development.  Island County Health Department is required to develop an OSS Operations & Maintenance Plan and the Board of Health will deliberate potential changes to OSS technical design, O&M requirements, and local management and regulation.  This being a Special Board of Health, the agenda is set and public comments not pertaining to this published agenda will not be taken.

7:00 P.M. - 9:00 P.M. SPECIAL SESSION – PUBLIC MEETING

PROPOSED FREELAND INCORPORATION

Location: Trinity Lutheran Church – Gym [new building] 18341 Hwy. 525, Freeland, WA.

The Board of Island County Commissioners will meet in Special Session on Monday, April 2, 2007 beginning at 7:00 p.m. to conduct a Public Meeting on Proposed Freeland Incorporation in accordance with RCW 35.02.015.  The meeting will be held at the Trinity Lutheran Church Gym, 525 & Woodard Road, Freeland, WA.  Mike Shelton, Chairman, Board of Island County Commissioners, will provide the welcome and opening comments, along with a brief explanation of the process as it relates to incorporation.  Mike Dolan, Chairman, Freeland Vision 2025 Committee, will make a presentation on the proposal, and explain how the matter has progressed along up to this point. The Public Meeting is intended to provide a forum where persons favoring and opposing the proposed   incorporation can state their views.   There will be other opportunities to have questions answered. Questions from members of the public will be recorded, with responses provided by the Board or Committee at a later date.

ANNUAL JOINT MEETING ISLAND COUNTY BOARD OF HEALTH & COMMUNITY HEALTH ADVISORY BOARD

Location: Whidbey General Hospital Conference Rooms A & B (lower level) in Coupeville, WA.

This Special Joint Session of the Board of Health and the Community Health Advisory Board is an annual meeting of the full membership of both Boards to discuss current plans and accomplishments, and to present the Linda Lee Martens Health Hero of Island County 2006 Awards. This being a Special Board of Health, the agenda is set and public comments not pertaining to this published agenda will not be taken.
