Call to Order: Chair Patricia Terry called the Island County Community Health Advisory Board meeting to order at 5:30 p.m. at the Central Whidbey Fire Station on Race Road.  She welcomed everyone after a summer hiatus and noted we would be hearing from several workgroups that had accomplished quite a bit over the summer.  Minutes from the June 2nd CHAB meeting were approved.   

Committee Reports:

CHAB Leadership: The CHAB Leadership Committee has met and discussed a number of items.  To summarize their work, they planned for upcoming meetings and events (October-April 2010, with an emphasis on the Legislative meeting and the Health Hero event); talked about membership and decided to develop a recruitment toolkit; they reviewed Key Health Indicator work and noted three areas lacking action/accountability (decisions were made to follow-up on the three areas; and they discussed ways to get the KHI and HYS results out to the public.  They also made several suggested changes to the By-laws (a draft was handed out at the meeting).  In general, they note that CHAB members must live or work in Island County; CHAB members can get reimbursed for mileage and ferry tickets; and more generic language was developed to indicate they meet once a month. Keith and Carrie will make sure the proposed changes do not need make changes to the county code that established CHAB.  If no issues arise, the changes will go out to members for a vote at the October CHAB meeting. 

The CHAB Environmental Health Steering Committee presented the results of the indicator set.  A handout was passed out to all CHAB members.  Each of the proposed indicators has a source of data and was discussed with CHAB as a whole.  They invited comments and input.  Keith Higman suggested two other water quality indicators.  They include the near shore water quality measures, collected at near shore marine water stations throughout Island County, and surface water quality data measured by the Resource Enhancement program which measures the % of water basins meeting water quality standards.  Both of these indicators of water quality do have good data sources that include baseline and historical data which is collected regularly. 

 Communicable Disease HAT:  The STIs subcommittee will be part of a community networking meeting in October, an announcement was passed out to all CHAB members and they were encouraged to attend.  Courtney asked for suggestions for the meeting.  Several good ones were made including a “Fact or Fiction” game and the use of a wheel used by the Navy.  Courtney shared a social marketing campaign called GYT (get yourself tested) aimed at young people—it is sponsored by Planned Parenthood Federation of America with wide outreach through MTV, Seventeen magazine, and other venues.  It ties into a computerized “widget” that shows youth where they can go for testing. 

Patricia invited Keith and Roger to talk about Island County’s preparedness for H1N1 and flu season.  A handout with flu clinics was passed out to CHAB.  Roger covered what is known about H1N1 especially what has worked well (handwashing, social distancing) and noted the need for businesses to get prepared for large worker shortages.  He noted the different populations at risk for complications of the H1N1 and for seasonal flu and the target populations for the two vaccinations being offered

Chronic Disease HAT:  This group has formally ceased to exist due to their merger into the ACHIEVE collaboration.  Time ran short but members involved in ACHIEVE (Dave M. Patricia T, and Leslie S) will report on the work of ACHIEVE at the October CHAB Meeting.  

 Handouts were also passed out to all members including “Greatness Takes Time” and a flyer on upcoming health events under the Healthiest State in the Nation Campaign.  Keith noted a special BOH meeting coming up to review the county’s new onsite inspection program.
