Article
I: NAME
The
name of this Board shall be the
Environmental Health Assessment Team
(herein referred to
as EHAT).
Article
II: PURPOSE
The purpose of the Environmental
Health Assessment Team is to develop
community
collaboration and to enhance
local capacity by identifying
environmental health issues
and setting
priorities for action.
Article
III: MEMBERSHIP
Section
1. EHAT shall consist of the
following:
a. 15 - 24 Island County
residents, selected by the Steering
Committee and
appointed by the Board of Health.
b. 5 - 8 Steering Committee
members, who are also a member of the
Community Health Advisory Board (CHAB)
c. Island County Public
Health Staff
Section 2. It
is intended that the EHAT membership
shall be representative of the
diversity of
viewpoints in Island County
Section 3. It is intended that
EHAT members shall serve for the
duration of the project,
potentially a
three (3) year term, and may be asked to
extend their term if there is a need
to convene the
EHAT beyond this projected timeframe. Non-voting temporary guest
membership for
specific projects may be granted by the
Steering Committee.
Section 4. EHAT members shall be
considered as Island County volunteers
and shall
serve without
compensation.
Section 5. EHAT membership and
the attendant vote are personal and not transferable.
Article
IV: OFFICERS
Section 1. Officers
required:
a. Chairperson
b. Vice Chairperson
Section 2. The duties and
responsibilities of the officers shall
be those implied by their
respective
titles and include membership on the
Steering Committee.
Section 3. Nomination and
Selection of Chairperson and Vice
Chairperson will be
conducted by
EHAT.
Article
V: ROLES AND RESPONSIBILITIES
Section 1. Roles
and Responsibilities of the Steering
Committee, Chairperson, Vice
Chairperson,
and EHAT are defined here.
Article
VI: STAFFING
Staff and coordination will be
provided by the Island County Health
Services Director and
other Health Department staff by
assignment from the Health Services
Director. (The ICEHI
Staff will provide
the primary staffing for the EHAT).
Article
VII: MEETINGS
Section 1. Regular
EHAT meetings will be held monthly at a
previously announced time
and place.
Section 2. Special meetings may
be called as necessary by the Steering
Committee, or
by the
Chairperson of the EHAT.
Section 3. A quorum for the
purpose of holding a meeting shall
consist of thirty-three
percent (33%)
of EHAT members, or not less than five
(5) members, whichever is more,
and the act of
a majority of the members present shall
constitute the action of the entire
EHAT.
Section 4. Voting: All members
approved by the Steering Committee may
vote.
Alternate
Members' and guests' votes are advisory
only.
Article
VIII: COMMITTEES
All members are encouraged to be
active in committee work. Appointment to
committees shall
be made by the
Chairperson of EHAT, balancing EHAT
needs with member interest. Committees
shall report back to the full EHAT and
shall not take action independent of the
full EHAT.
Article
IX: PARLIAMENTARY AUTHORITY
The rules contained in the most
current version of Robert's Rules of
Order, Newly Revised, shall
govern all
rules of this body, in all cases to
which they are applicable and in which
they are not inconsistent with the
bylaws or special rules of this body.
Article
X: BY-LAWS AMENDMENTS
Amendments to EHAT by-laws: These
by-laws may be amended at any regular
meeting by a vote
of the majority of the
entire membership of the EHAT, with a
minimum of 30 days notice.
Article
XI: LIABILITY
Insurance and indemnification is
provided to the Island County
Environmental Health Initiative EHAT
Members to the extent of Island County's
Liability Coverage with the Washington
Counties' Risk Pool. The Coverage Form
Insuring Agreement, "Persons and
Organizations
Insured", states: all
past and present employees, elected and
appointed officials, and volunteers,
whether or not compensated, while acting
or in good faith purporting to act
within the scope
of their official
duties for the member county or on its
behalf, including, but not limited to,
all commissioners, agencies, districts,
authorities, boards, (including the
governing board) or
similar entities
which operate under the member county's
supervision or control.
