June 4, 2008 Meeting Minutes 

Attending: David Macys, Leslie Stevens, Catherine Howard-Clark, Marie Piper, Celine Servatius, Mike Cooney, Patricia Terry, Cathy Niiro, Krista Voigt, Roger Case, Charles Scurlock, Terri Arnold, Dave Thomason, Trish Rose, and Carl Stephens

Call to Order: Chair David Macys called the regularly scheduled meeting of the Island County Community Health Advisory Board to order at 5:35p.m. at Whidbey General Hospital and welcomed everyone.  

 Minutes:  The minutes for May were accepted with the correction to the spelling of Terri Arnold’s name.

 CHAB Spotlight on a Member: Terri Arnold

Terri is a third generation Whidbey Islander and June 4th is her birthday!  What dedication to come on your birthday to CHAB!   Terri’s background is as an arborist and horticulturist.  She was the supervisor of Camp Long for the Seattle Parks Department before coming back to Whidbey to care for her mother.  She is now the director of SW Parks and Rec.  She is also involved in Friendship Force, and recently had a trip to Vietnam and Cambodia, where she stayed in people’s homes and worked on a Library & Community Center in an area that was a part of the DMZ, and was heavily bombed and mined.

 Community Update:

  •  Terri Arnold also reported that SW Parks & Rec  has a number of new initiatives going on: a feasibility study for a new aquatic center, the creation of an accessible trail loop and trail head for the trust land trails, a new playground at the SW park, and drainage and irrigation projects.

  •  Cathy Niiro let CHAB know that United Way is placing articles in the Pulse and Op-Ed pieces in the newspapers in an attempt to stop the stigma of mental illness.  They will also be holding a Community Forum the end of August where Boeing will give the keynote speech.  Boeing wants to focus their funding on education, and United Way will begin various vision counsels from this meeting.  “Live United” is the new national promotion encouraging people to volunteer & give.

 CHAB Committee Reports 

Leadership: 
Amendments to the bylaws are under review

Please remember to recruit – we may need to look at a membership committee again.

Youth Membership – Krista suggested that we invite youth and work with whatever health topic they choose, with CHAB providing support, but not requiring that they stay for the meeting.  Krista also suggested that we could set up blogs to be run by them.  Patricia suggested that we might expand ‘youth’ to include college age.  Carrie will work on next steps & best practices for this with Jessica, Krista, and Dan.

Recognition
Roger thanked everyone for working hard on the Health Hero Awards

Chronic Disease HAT
A group has been looking at NAS Whidbey’s “Walk It Off” program to see if some parts could be adapted.  It’s an incentive program to walk with your friends and co-workers.  The next meeting will be 6/17.  Healthy snacks has been put on hold.

Communicable Disease HAT
Members have committed to work with service groups for peer to peer education in the fall. Katie will be meeting with PMD’s soon.  A flu article has been put into the Pulse. Celine and Whitney have produced a park map with tips for safe picnic food on the reverse side as a hand-out for the public.

Children’s Commission
Will be meeting in June

Key Health Indicator Committee
Did not receive the funding to publish, so the information will be available in a power point on the ICHD website.

BOH Liaison
Copies of Catherine’s report will be emailed.

ICHD Agency reports coming up will be: STD’s, Children’s Commission, Communicable Disease, and Chronic Disease.  The meeting will be 6/16/08.

Taking Action Over The Summer:

The September CHAB Meeting will be presented by the Chronic Disease HAT.

The October CHAB Meeting will be presented by the Communicable Disease HAT.

  Carrie McLachlan gave a presentation on Taking Action and encouraged the HAT’s to review their strategies.  They may be picking out too many interventions to do a good job at over the summer.  They may want to pick and define key strategies, list and work with community resources, review community-based effective interventions, and think about “how do we work with our partners?”

            Get Baselines on paper: 

Define target population 
Name community partners
Look at what to ols are available
Be clear on strategies – list action steps who/what/when
Plan for evaluation

CHAB then viewed the short inspirational video “212,” highlighting how effort and focus can make a difference.

Announcements:

8/5/08 is National Night Out in Oak Harbor

Cathy Niiro also reported that PICEL (Partners in Island County for Early Learning - Island County’s Born Learning group) and Sno-Isle Libraries have collaborated with the Northwest Early Learning Born Learning Campaign and Thrive by Five Washington to support a county-wide effort to display and honor children’s artwork.  Art work was collected throughout our community in April that was created by children in ages from birth to five. We received an overwhelming response to the campaign with 78 pieces of art.  The art has been framed and will be displayed in a Nurturing Children’s Creativity Art Exhibit from June 9th through June 30th in businesses throughout our Island County communities.  This is an exciting opportunity to illustrate local children’s creativity for our community.  Sno-Isle Libraries in Langley, Coupeville and Oak Harbor will honor the children with a celebration in each library.  

HAT’s should be meeting over the summer, but CHAB will not meet in July or August.
