1.0
MAJOR FUNCTION AND PURPOSE
1.1 Employee in this position is in charge of accounting for all
financial and accounting functions of the Treasurer’s office using generally
accepted accounting principles and Washington State Budgeting, Accounting, and
Reporting system (BARS) requirements.
1.2 Employee in this position is responsible for the preparation,
supervision and distribution of accounting for County revenues and
disbursements through journals, computer input and fund designation for over
160 districts/entities/funds throughout the County.
2.0 SUPERVISION
RECEIVED
2.1 Employee in this position is given significant discretion,
within the scope of policy, procedures, and regulations in the routine
performance of his/her duties.
Supervision and guidance are received from the Treasurer and Chief
Deputy Treasurer.
3.0 SUPERVISION EXERCISED
3.1 Employee in this position normally supervises all department
personnel in activities in the absence of the Treasurer and Chief Deputy
Treasurer.
4.0 SPECIFIC
DUTIES AND RESPONSIBILITIES
4.1 Responsible for preparing and distributing all County revenue
and disbursements through journals, computer input, and fund designations for
districts/entities/funds throughout the County.
4.2 Responsible for producing a month end custom financial report.
4.3 Responsible for monitoring all figures for shortages, accuracy
and any potential accounting problems.
4.4 Responsible for all accounting and financial functions of the
Treasurer’s office, which includes the preparation and approval of the input of
financial data, general ledger journals and revenue and expenditure
distributions for month end. Responsible
for warrant redemptions.
4.5 Responsible for monitoring and assisting the cashier when
necessary.
4.6 Responsible for assisting and filling in at all positions as
required by the needs of the department.
4.7 Responsible for supervising all department employees in the
performance of their respective duties in the absence of the Treasurer and
Chief Deputy Treasurer.
4.8 Perform other tasks as directed.
5.0 DESIRABLE
QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES
5.1 Familiarity with equipment and software used in the
performance of job requirements.
5.2 Maintain a high standard for accuracy, completeness and
efficiency in the preparation of reports using generally accepted accounting
principles.
5.3 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a professional manner.
5.4 Effectively communicate with others for purposes of gathering
and relating information.
5.5 Understand the need for maintaining confidentiality of
sensitive information.
5.6 Independent and self-motivated to complete required deadlines
while simultaneously completing other tasks.
6.0 EDUCATION,
EXPERIENCE AND CERTIFICATES
6.1 Bachelor’s Degree in Accounting, CPA desired, and at least
three years direct experience as an accountant/controller.
6.2 Prior experience in accounting and financial statement
preparation.
6.3 Working knowledge of accounting, computers, programming.
6.4 Must be bondable.
