1.0       MAJOR FUNCTION AND PURPOSE

 

1.1       Employee in this position is responsible for managing the Public Works functions of building and facility construction, solid waste and septage management, non-road property acquisitions, and Surface Water Management.

 

2.0       SUPERVISION RECEIVED

 

2.1       Supervision is received from the Public Works Director and/or the County Engineer.

 

3.0       SUPERVISION EXERCISED

 

3.1       Directly supervises the PW Business/Financial Mrg., Public Works Engineers, Surface Water Manager, Solid Waste Manager and Accounting Supervisor.

 

4.0       SPECIFIC DUTIES AND RESPONSIBILITIES

 

4.1       Responsible for creating and managing the Capital Facilities Plan (both six year and annual element).

 

4.2       Responsible for coordinating assigned activities with other divisions, outside agencies, and the general public, and provides highly responsible and complex staff assistance to the director.

 

4.3       Responsible fore directing the development, implementation and revision to the County’s storm water drainage and solid waste management plans.

 

4.4       Responsible for acting as a liaison with representatives of federal, state, local, private and community organizations in developing and implementing programs and activities.

 

4.5       Responsible for identifying grant funding sources, directs and approves the preparation of grant proposals, monitors grant expenditures; coordinating and monitoring bond sale procedures.

 

4.6       Responsible for complex technical and administrative reports and develops critical correspondence and comprehensive reports in support of program and decisions.

 

4.7       Responsible for coordinating the organization, staffing, and operational activities for  public works operations including the maintenance and construction of roads, bridges, and traffic systems.

 

4.8       Responsible for participating in the development and implementation of goals objectives, policies, and priorities for public works operation activities, identify resource needs, recommend and implement policies and procedures and coordinate the development of long range plans.

 

4.9       Responsible for directing, coordinating and reviewing the work plan for road public works operation programs, meet with staff to identify and resolve problems, assign work activities and projects, monitor work flow and review and evaluate work products, methods and procedures.

 

4.10     Responsible for identifying opportunities for improving service delivery methods and procedures, reviewing with appropriate management staff and implementing improvements.

 

4.11     Responsible for providing input to labor agreement negotiations and responding to grievances as appropriate. 

 

4.12     Responsible for assuring compliance with safe work practices and rules.

 

4.13     Perform other tasks as directed.           

           

5.0       DESIRABLE QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES

 

5.1       Knowledge of the principles and practices of public sector management, organization and supervision of contract negotiation and administration.

 

5.2       Knowledge of methods and procedures involved in budget development, justification and control.

 

5.3       Knowledge of federal, state and local laws applicable to storm water drainage, solid waste, septage, building and facility construction and non-road property management and practices including current trends and regulations. 

 

5.4       Knowledge of legal principles and procedures associated with the planning and implementation of storm water drainage, solid waste, septage, building and facility construction and non-road property management programs.

 

5.5       Knowledge of procedures used in identifying grant resources, developing proposals and managing grant resources.

 

5.6       Experience in project management, including planning, scheduling, monitoring and problem solving.

 

5.7       Ability to establish and maintain effective working relationships with the public, federal, state and local agencies, private business representatives, elected officials, staff, engineers, and other professionals.

 

5.8       Ability to communicate and express ideas effectively both orally and in writing.

 

5.9       Ability to comprehend and interpret applicable State and County codes, regulation and policies relative to  public works project design and construction.

 

5.10     Ability to discern appropriate program discretion.

 

5.11     Ability to develop and implement comprehensive program plans and supervises completion of projects in a timely manner.

 

5.12     Ability to negotiate and administer complex business inter-governmental agreements.    

 

6.0       EDUCATION, EXPERIENCE AND CERTIFICATES

 

6.1       Bachelor’s degree and 8-10 year responsible management experience providing expertise in the direction of Public Works programs and services.

 

6.2       A master’s degree in public administration, civil engineering or a related field is highly desirable.

 

6.3       Experience with infrastructures such as roads, sewers and civil engineering and exposure to areas such as parks, fleet management, etc.
