Ebey's Landing National Historical Reserve Design Guidelines

EBEY’S RESERVE

Island County, The Town of Coupeville, and the Ebey’s Landing Trust Board staff have been working collaboratively for nearly two years to create a unified process for review of development applications with the Ebey’s Landing National Historic Reserve. This work effort has focused on crafting one set of development regulations and a companion design manual for activities in the Reserve. The goal is to have similar outcomes, regardless of whether a project or structure is in the Town of Coupeville or unincorporated Island County.

During 2009, the first drafts of the Code and Design Manual were developed and reviewed at several joint public meetings by the Town of Coupeville and Island County Planning Commissions. Following public hearings, both commissions recommended approval. Beginning in early 2010, the Board of Island County Commissioners and the Town Council and Mayor of Coupeville held 10 joint work sessions to review the draft Unified Code and Design Manual.

The Town and County held a second joint public meeting to review the proposed Design Guidelines and Unified Code (ICC 17.04A) for Ebey's Reserve on July 13, 2011 from 6:00 to 8:00pm. The meeting took place at Service Alternatives--Conference Room located at 20 NW First Street, Coupeville. Following the July 13th public meeting, County and Town elected officials will hold a joint work session. The Town Council and County Commissioners will hold a public hearing for final legislative action (adoption) in September 2011.

The Town and County held a joint public meeting to review the proposed Design Guidelines and Unified Code for Ebey's Reserve on April 28, 2011 from 1:00 to 4:00 p.m. in the Commissioner's Hearing Room.  Follow this link for the most current map of the Design Review Areas.

The Town and County held a joint public meeting to review the Code and Design Manual on January 19, 2011 at 6:00 p.m. in the Coupeville Rec. Hall. A number or resources are available from the public review, including:
