Notice of Public Hearing

On May 16th, 2011, Governor Gregoire signed ESHB 1886, known as the Ruckelshaus, Voluntary Stewardship Program bill. Section 4(1)(b) of the bill requires counties to opt in if they choose to participate in the program "within six months after the effective date" of the bill. The effective date of the legislation was July 22, 2011. The six month period expires on January 22, 2012.

The Board of Island County Commissioners will discuss this issue as part of the Planning & Community Development’s work session agenda in the Courthouse Annex Hearing Room, Coupeville on January 11, 2012 at 9:00 a.m.

The Board of Island County Commissioners will hold a Special Session (Public Hearing) at 4:00 p.m. in the Courthouse Annex Hearing Room, Coupeville on January 17, 2012 to discuss whether to opt in to the Voluntary Stewardship Program. GMA NOTICE OF ADOPTION
PURSUANT TO RCW 36.70A.290
THE GROWTH MANAGEMENT ACT
Development Regulations for Ebey’s Landing National Historic Reserve

On October 3, 2011, the Board of Island County Commissioners, through Ordinance

C-84-11 [PLG-019-11], adopted amendments to Island County Code Chapter 17.04, creating a new Chapter 17.04A, relating to a unified code for the Ebey’s Landing National Historical Reserve Design Review and Community Design Standards. This Ordinance was adopted pursuant to the Growth Management Act, Chapter 36.70A RCW and more specifically RCW 36.70A.040

The Board of County Commissioners considered the recommendation made by the Planning Commission and further held public hearings on September 26, 2011 and October 3, 2011.

In 1998, Island County completed environmental review under Chapter 43.21C RCW, SEPA, on the Comprehensive Plan and Development Regulations.  Pursuant to WAC 197-11-600, the County SEPA Official has determined these amendments do not have a probable significant adverse impact on the environment. A SEPA Mitigated Threshold Determination of Non-Significance (MDNS) was issued on May 28, 2009.

Any appeal of the above action alleging non-compliance with the Growth Management Act and SEPA must be commenced by the filing of a petition that includes a detailed statement of issues presented for resolution by the Board.  The petition must be filed no later than December 5, 2011, or 60 days after the date of publication in the legal newspaper for Island County, with the following:

HISTORIC PRESERVATION COMMISSION APPLICANTS NEEDED

The Island County Board of Commissioners (BICC), the Town of Coupeville, and the Ebey’s Reserve Trust Board are seeking applicants to serve on the new Historic Preservation Commission (HPC). The BICC and the Town Council recently adopted ordinances to create a unified code and design guidelines for future development with Ebey’s Landing National Historical Reserve. The new code and design guidelines take effect on January 1, 2012.

The HPC members are appointed by the BICC and Town Council to promote historic preservation, conduct design review, and issue recommendations or decisions on Certificates of Appropriateness within the Reserve. The HPC will replace the current Island County Historic Review Committee and Town of Coupeville Design Review Board.

The HPC consists of 9 members; with 4 members appointed by the BICC and 4 members appointed by the Town Council. The Town and County will jointly appoint 1 member. Three appointed members are based on recommendation of the Trust Board.

All members of the HPC should have a demonstrated interest, experience, or knowledge in history, historic preservation, architecture, design, landscape architecture, cultural landscapes, or related disciplines. All members must have a commitment to continuing education and training. The Town and County ordinances establish the following criteria for the HPC:

Two (2) members shall be agricultural representatives (farmer, retired farmer or farm owner, or with an interest, education, or background in agriculture) in the Reserve.  

        Two (2) members shall own a Contributing Resource within the Reserve. 

One (1) member shall own and operate a commercial business within the Reserve. 

At least two (2) members should be professionals who have experience in identifying, evaluating, and protecting Historic and Cultural Resources. These members should be selected from among the disciplines of history, public history, architecture, architectural history, historic preservation, planning, cultural landscapes, archaeology, cultural geography, American studies, or the practice of historic rehabilitation or restoration. One (1) of these professional representatives may live outside of Island County.

Ideally, the remaining members should reside in or own property within the Reserve. 

Exceptions to qualifications and residency requirements for HPC members may be granted by the appointing authority in order to obtain representatives who reside in the Reserve or have the desired professional experience.

The initial appointments to the HPC shall be staggered and following initial appointment, membership on the HPC shall be limited to two (2) full consecutive three (3) year terms. Members may be removed without cause.

Members must be committed to participate in training opportunities provided to the HPC. Members serve without compensation.

NOTICE OF JOINT PUBLIC OPEN HOUSE 

The Board of Island County Commissioners, The Town Council, and Mayor of Coupeville will hold a joint open house on January 19, 2011 at 6:00 p.m. in the Coupeville Rec. Hall to discuss the proposed design review changes for the Ebey’s Landing National Historical Reserve.

Island County, The Town of Coupeville, and the Ebey’s Landing Trust Board staff have been working collaboratively for nearly two years to create a unified process for review of development applications with the Ebey’s Landing National Historic Reserve. This work effort has focused on crafting one set of development regulations and a companion design manual for activities in the Reserve. The goal is to have similar outcomes, regardless of whether a project or structure is in the Town of Coupeville or unincorporated Island County.

The open house is an informal way for you to learn about the proposal and provide feedback to staff and elected officials before commencement of the formal hearing process. The open house will start with a brief staff overview presentation following group discussions on: New buildings and development; changes in the agricultural landscape; and historic building restoration and repair.

Description of current proposal:  

Update of the county 20 year population projections and urban growth boundaries of the Island County Comprehensive Plan.  The County and City Comprehensive Plans currently project population to the year 2020.  Revisions are proposed that extend the planning horizon an additional five years out to the year 2025.

  1. Lower population projection from the OFM high series to the midpoint of the OFM medium-high series.  The current Plan anticipates a 2020 population of 118,800.  The proposed amendments would extend the planning horizon to 2025 with a projected population of 110,050.
  2. Langley – The current Plan anticipates a 2020 population of 2,200.  The proposed amendments would extend the planning horizon to 2025 with a projected population of 2,200.  No changes are proposed to the UGA boundary.
  3. Coupeville – The current Plan anticipates a 2020 population of 2,068.  The proposed amendments would extend the planning horizon to 2025 with a projected population of 2,165.  No changes are proposed to the UGA boundary.
  4. Oak Harbor – The current Plan anticipates a 2020 population of 31,000.  The proposed amendments would extend the planning horizon to 2025 with a projected population of 30,419.  The BICC has proposed to expand the UGA by approximately 18 acres of non-residential property.
