Critical Area Update - Status

Wetlands (effective July 1, 2008)

Agriculture (completed Fall 2006) On hold pending a lawsuit filed by WEAN (Whidbey Environmental Action Network) in Thurston County.


There are many ways to be involved in this phase of updating the draft wetland regulations.  Your active participation and ideas are needed!  Below is a schedule of opportunities

You're always welcome to meet individually with County planning staff during business hours at our Camano or Coupeville offices, to discuss the proposed regulations and how they may impact your property.



November 2007 -------------------------------------------------------------


Planning Commission Public Hearings - Planning Commissioners voluntarily serve as your citizen representatives on land use issues.  They will formally review the proposed wetland regulations at Public Hearings in November.  There will be informative presentations by County planners and specialists, and questions and concerns will be addressed.  You and your neighbors can again publicly comment about the updated wetlands plan.  Your opinions will help your Planning Commissioners in their subsequent Deliberations.

Skilled Trades Workshops - Free 2-hour training, you'll visit nearby sites, learn to identify and locate critical areas, then go inside for coffee, rolls and Q&A with planning, building and health department staff.  Take-homes include Wetland ID Guide for use in Island County, critical area maps, phone numbers of who to call for help, etc.  Participants may add their name to a public list of skilled trades tha thave completed a Critical Areas Workshop.  Septic Installers:  this training can be applied to the Health Departments licensing requirement for your annual C.E.U. (continuing education credits). Reservations are required for these workshops (see information below).

Planning Commission Deliberations - In December, Planning Commissioners will consider all comments received during their Public Hearings as they conduct Deliberations on the draft Critical Areas Ordinance, after which the matter will be referred to your Board of Island County Commissioners for final action.

June - September 2007------------------------------------------------------

Fine-Tuning - Over the summer months, the proposed wetland regulations were refined, before your County Planning Commissioners begin formal Public Hearings in the fall.  Revisions to the proposed rules were based upon comments received from citizens, as well as scientific Peer Reviews, and reviews by State regulatory and environmental agencies, in accordance with the State Environmental Policy Act (SEPA) and the GMA.

May - June 2007 -------------------------------------------------------------

Public Workshops - All Island County property owners and interested persons were encouraged to attend.  Workshops are an opportunity to learn about the proposed rules.  Formal public hearings will be held in the fall.

Written Public Comment - The first phase of public comment ended on June 11, 2007.  The County will now be developing a revised version that incorporates your thoughts.  Additional opportunity to comment on the CAO will be provided from July until it is reviewed by Planning Commission (see above description).

March 11, 2005 - PCD launches Critical Areas Portion of website with Update

                        information placed online.

February 28, 2005 - The Joint Session was held with the Board of Island County

                           Commissioners, the Planning Commission and the Hearing                                  Examiner.  PCD presented.

February 2005 - PCD hired Dr. Paul Adamus to assist Island County as lead

                      scientist in Track 3 Updates. 

February 2005 - PCD with Keith Dearborn have recruited specialists to address

                      wetland and fish and wildlife habitat conservation area                                   components of the update.

January 2005 - PCD forms contract with Keith Dearborn, an attorney familiar with 

                     Island County Code and processes.
