January 27, 2005:  The Department of Planning & Community Development has been working and is close to completion of the Draft Environmental Impact Statement for the Sub-Area Plan.  Using public comments to form the framework of the DEIS, Planning & Community Development sought out previously existing and new data to address issues and concerns.  

In the later review stages and upon reception of the Stormwater Plan in November, the Department determined that there was not enough data and critical information provided in the Stormwater Plan to allow the issuance of the DEIS.  Stormwater drainage is a critical component of the DEIS affecting many features in both the natural and built environments.  Groundwater recharge, shoreline viability, conditions for salmon and salmon supporting species, water quality, and the health of Puget Sound are several key issues among others brought up during the scoping process that directly or indirectly would be addressed by a Stormwater Plan. 

Planning & Community Development will not issue a document that falls short of addressing key issues and protecting the natural and built environments of the Freeland Sub-Area.  The County recognizes that the Stormwater Plan must be complete before this process continues forward. All of this is being dealt with and is a high priority.  A new stormwater plan is to be expected.  It will be made available with reasonable time for review prior to the public comment period.  The length of time it takes to prepare a new plan will determine when the Sub-Area Plan and the DEIS are opened for public comment. We appreciate your patience and know that staff is dedicated to completing this as soon as possible.
